that he's almost ten years younger than me is Not Okay. magnetic is acceptable, so is charming. cute completely destroys the air of authority required for so many plots to function. under 30? no way. that's why they didn't do Armand properly in the film Interview With the Vampire. visually we aren't going to accept the leadership of an androgynous 14-year-old, no matter how ancient we say he is.
Ah, crap. I hope that's an unfounded rumor or that something changes between now and then to prevent it. He was terrific in "Human Nature"/"The Family of Blood," where he played a school boy, but I agree that he's too young pull off the Doctor.*
On the other hand, there's this more comforting (and equally unsubstantiated) press rumor (http://www.thesun.co.uk/article/0,,2001320029-2007350619,00.html).
What we can't know for certain is how much say RTD actually has in that decision. The Beeb outranks him and his successor as Exec Producer (rumored to be Stephen Moffat, yay!) will have something to say about it, surely.
* Even Peter Davison has said that he'd be a much better Doctor now than he was when he was the youngest actor to win the part.)
