I've just done this entirely on mobile Chrome. To add a bookmarklet on mobile, bookmark an arbitrary page and then edit the bookmark to enter the javascript in place of the URL.
to use it on mobile, follow the directions and then tap the URL bar. Start typing the bookmarklet name. It should show up in the dropdown. Select it and boom, formatted entry.
ETA: the blockquote selection didn't take. Bummer, but still useful.
