It sounds to me like a flipper who ran out of cash. So glad you noticed the lack of outlets in the kitchen. Makes me wonder about the number of circuits, too. I'm not even sure you can run all of the modern kitchen necessities (dishwasher, stove, fridge and microwave) on a single circuit. All of mine aren't and my kitchen is the size of a postage stamp.
